2.49 S&H on online auctions

Last time it was advertised i bought some things that i had won that same day in auction with in the time limit of the 'countdown' or that price, but it never reflected on my final bill and I paid regular S&H... Now its up again. There is no 'code' to apply so that it reflects on the bill before charging it on the card.
